Minutes of the Greenland City Council October 12, 2015

Meeting called to order at 6 p.m.

Those in attendance: Mayor Groom, Stephanie Sharp, Katherine Hudson, Danny Dutton, Kendra Croddy, Lisa Thornton, Bill Yoes, Mark Myers, Justin Reed, Danny Wright, Chief Ricker and various guests.

Motion to approve September meeting minutes by Thornton, 2nd by Reed. Motion passes 7-0.

Motion to approve September treasurer’s report by Thornton, 2nd by Reed. Motion passes 7-0.

Mayor presented the Building Inspector’s report.

Chief Ricker presented the Court and Police Report. Informed council of plan to start disposing of records that we are not required by law to keep. Gave council the option to review documents prior to destruction if they desired. Informed council of plans to purchase a new patrol car in 2016.

Concrete bid update: Mayor explained the letter included in the packet. Also informed the council that the concrete work should start Wednesday.

Trail Equipment update: Chief Ricker presented bids from 2 different companies. After discussion of the 2 bids motion by Dutton, 2nd by Reed to accept the low bid from Landscape Structures. Motion passes 7-0.

Wiles Road: Mr. Alaniz was not present to present bids. Council discussed the matter of paving the road. Reed stated because of the steepness of the road and the fact that people that live there knew the shape of the road when they moved there was a concern to him. Thornton wanted to make sure the 5 families that live on the road did not feel unimportant. After discussion no action was taken.

Sewer Update: Mayor: Need to upgrade the base of Wilson and Letita in order for growth to occur. The mayor does not have firm costs but has gotten estimates from $60,000 to $300,000. Mayor will work on getting firmer numbers.

Bonds: Mayor presented council with a chart of possible borrowing scenarios. Mayor also talked with council about a possible 1/2 cent sales tax increase to pay for the needed sewer upgrade. Both issues would need to be put before the voters. After discussion, no action taken.

Truck: Motion by Dutton, 2nd by Thornton to put Ford Truck with camper shell up for sale. Motion passes 7-0.

Budget: Budget will be presented to council at November’s meeting for vote in December.

The mayor will be attending an economic growth seminar in Ft Smith on 10/13.

Those who plan to attend the ARML winter meeting need to let Stephanie know by 11/3.

Motion by Dutton, 2nd by Croddy to adjourn at 7:10, motion passes 7-0.

Our former Mayor, Bill Groom passed away unexpectedly just a few weeks after leaving office. Bill had his heart set on spending more time with his wife and family members after twelve years as our Mayor, and two years spent on the city council.
