Minutes of the Greenland City Council April 10, 2017

Meeting called to order at 6pm. Those in attendance: Mayor Groom, Stephanie Sharp, Eric Bryant, Larry Forrester, Danny Dutton, Beckey Center, Lisa Thornton, Bill Yoes, Pat Lindabury, Justin Reed, Chief Ricker, Danny Wright and various guests.

Motion by Bryant, 2nd by Dutton to approve the March’s council minutes. Motion passes 7-0- with Thornton came in after vote.

Motion by Thornton, 2nd by Forrester to approve the March’s treasurer's report. Motion passes 8-0.

Brenda Reynolds presented the planning commission report.

Mayor Groom presented the building inspector report: No activity

Chief Ricker presented the court and police report.

Walking Trail Task Order: Motion by Thornton, 2nd by Dutton to read Resolution 04-10- 2017A by title only. Motion passes 8-0. Mr. Wright complied. Motion by Thornton, 2nd by Dutton to approve

Resolution 04-10- 2017A. Motion passes 8-0.

Stephens Contract: Motion by Thornton, 2nd by Dutton to read Resolution 04-10- 2017B by title only.

Motion passes 8-0. Mr. Wright complied. Motion by Thornton, 2nd by Forrester to approve Resolution

04-10- 2017B. Motion passes 8-0.

Ordinance #324 Special Election. After discussion motion by Thornton 2 nd by Bryant to place ordinance

#324 on the first reading. Motion carries 8-0. Mr. Wright complied. Motion by Thornton 2 nd by Forrester

to accept the first reading of ordinance #324. Motion carries 8-0. Motion by Thornton, 2 nd by Dutton to suspend the rules and place ordinance #324 on the second reading. Roll Call: Dutton yes, Reed yes, Center yes, Lindabury yes, Forrester yes, Yoes yes, Thornton yes, Bryant yes. Motion carries 8-0. Chief Ricker complied. Motion by Thornton, 2 nd by Dutton to accept the second reading of ordinance #324.

Motion carries 8-0. Motion by Thornton, second by Center to suspend the rules and go to the third and final reading of ordinance #324. Roll Call: Dutton yes, Reed yes, Center yes, Lindabury yes, Forrester yes, Yoes yes, Thornton yes, Bryant yes. Motion carries 8-0. Mr. Wright complied. Motion by Dutton, 2 nd by Thornton to accept ordinance #324. Motion carries 8-0. Motion by Thornton 2 nd by Bryant to read and enact the emergency clause. Motion carries 8-0. Mr. Wright complied. Motion by Thornton 2 nd by Bryant to adopt the emergency clause. Roll call: Dutton yes, Reed yes, Center yes, Lindabury yes, Forrester yes, Yoes yes, Thornton yes, Bryant yes. Motion carries 8-0.

Announcements: ARML meeting June 14-16

Motion to adjourn ay 7:05 by Bryant, 2nd by Thornton. Motion passes

Fmr Mayor Bill Groom

Our former Mayor, Bill Groom passed away unexpectedly just a few weeks after leaving office. Bill had his heart set on spending more time with his wife and family members after twelve years as our Mayor, and two years spent on the city council.
