Meeting called to order at 6:00pm
Those in attendance Mayor Groom, Misty McCard, Jim Renfrow, Diane Reed, Bill Yoes, Rebecca Lawson, Chal Ragsdale, Jermaine Petty, and Lisa Thornton. Larry Forrester- absent
Comments- none
Rebecca Lawson motioned to approve March 2022 minutes, Jim Renfrow 2nd motion. Passed 5-0
Rebecca Lawson motioned to approve March 2022 treasurer report, Jim Renfrow 2nd motion. Passed 5-0
Court & Police Report-Chief Stout gave report.
Building Inspector Report- Troy Enochs gave report.
Planning Commission Report- Brenda Reynolds gave report. Discussion regarding Conditional use chart and tiny home

Unfinished Business:
Update on Wastewater System Rehabilitation Project- Nick Batker with McClelland Consulting Engineering gave update.
Additional Police Officer- Chief Stout discussed the startup cost of an additional overnight officer. Chief Nelson and Chief Stout recommends keeping officers sworn in within both Greenland and West Fork for the mutual aid. Rebecca Lawson strongly suggest the City of Greenland hire their own overnight officer.
Rebecca Lawson motioned to fund a new officer; Jim Renfrow 2nd motion Passed 7-0
Ordinance 357-Competitive Bidding- Rebecca Lawson motioned to amend Ordinance 357 from $35,000 to $20,000 and to read by title only, Lisa Thornton 2nd motion. Passed 6-1
Lisa Thornton motioned to approve the 1st reading of Ordinance 357, Jim Renfrow 2nd motion. Passed 6-1
Ordinance 358- Adopting Future Land Use- Lisa Thornton made a motion for a 3rd reading by title only, Rebecca Lawson 2nd motion. Passed 7-0
Lisa Thornton motioned to accept the 3rd reading by title only, Rebecca Lawson 2nd motion. Passes 7-0
Ordinance 359- Wastewater Rate Increase- Lisa Thornton made a motion to place Ordinance 359 on the 2nd reading by title only, Jermaine Petty 2nd motion. Passes 7-0
Lisa Thornton motioned to accept the 2nd reading of Ordinance 359, Rebecca Lawson 2nd motion. Passes 7-0
Ordinance 360- Outdoor Vendor Code- Rebecca Lawson made a motion to place Ordinance 360 on the 1st reading by title only, Jim Renfrow 2nd motion. Passes 7-0
Lisa Thornton motioned to accept Ordinance 360 by title only, Rebecca Lawson 2nd motion. Passed 7-0
New Business:
Approval of a recommendation for selection of a land appraiser- Jim Renfrow motioned to authorize McClelland to hire On Time Appraisals, Rebecca Lawson 2nd motion. Passed 7-0
Announcements-Spring cleanup reminder. Travis Whisenhunt announced that West Fork Fire Department got a new Brush truck. Sugar mountain also now has a volunteer fire department branched off of the West Fork Fire department.
