April 10, 2023 City Council Meeting Minutes

Meeting called to order at 6:00 pm

Those in attendance Mayor Jim Renfrow, Misty McCard, Rebecca Lawson, Jermaine Petty, Bill Yoes, Lisa Thornton, Diane Reed, Travis Whisenhunt, Chalon Ragsdale, Mark Herrmann.

Comments- Travis Whisenhunt mentioned that the West Fork Fire Department has the ability to get a generator for Greenland City Offices/Fire Department if the City of Greenland maintains the upkeep of the generator. The council agrees to move forward with looking into the generator for the city.

Rebecca Lawson motioned to approve March 2023 minutes, Jermaine Petty 2nd motion. Passed 7-0

Rebecca Lawson motioned to approve March 2023 treasurer report, Lisa Thornton 2nd motion. Passed 8-0

Court & Police Report-Chief Stout gave report. Discussion regarding the concern of the amount of time the city officers are putting in responding to the Greenland School Police Department calls that should be handled by the school’s Police chief. Discussion regarding the concern about the school events being held with no law enforcement present.

Building Inspector Report- Troy Enochs gave report.

Planning Commission Report- Brenda Reynolds gave report. M&S concrete is supposed to clean up the debris from the dump trucks off the roadway. The city is going to get in touch with the Washington County Road department to put up warning trucks turning sign. The planning commission is having a Greenland Planning Area workshop on April 13, 2023, Thursday at 6:00 pm.

Committee Report-

Unfinished Business:

Update on Wastewater System Rehabilitation Project- Trent Williams gave update on sewer project. Trent mentioned that they are going to salvage the sewer generator to the city.

AR MO Railroad Permits for Wastewater Project- Offer the crossing to the railroad and see if that would work for the permit.

Compliance Officer/City Salary Reviews-Rebecca Lawson motioned to approve the proposed salary increase minus second secretary salary starting May 5, 2023, Chalon Ragsdale 2nd motion. Passed 6-2

Rebecca Lawson motioned to allow Mayor Renfrow to advertise for code enforcement, Travis Whisenhunt 2nd motion. Passed 8-0

Hotel/Motel/Restaurant (HMR) Tax- Mayor Renfrow is going to plan to contact the Election Commission.

Greenland Planning Area-Send out the planning area map and ordinance to the council for them to review.

New Business:

  • Permits Fees Increase-Discussion to increase the permit fees.
  • City Street Parking Issues-Discussion regarding parking issues. Mayor Renfrow would like the council to think about the enforcement of parking on city streets.
