Meeting called to order at 6:00pm

Those in attendance Mayor Jim Renfrow, Misty McCard, Bill Yoes, Diane Reed, Travis Whisenhunt, Lisa Thornton, Jermaine Petty, Mark Herrmann

Absent-Chalon Ragsdale, Rebecca Lawson

Lisa Thornton motioned to approve November 27, 2023 minutes, Travis Whisenhunt 2nd motion. Passed 6-0

Treasurer’s Report- Lisa Thornton motioned approve November 2023 treasurer’s report, Mark Herrmann 2nd motion. Passed 6-0

Court & Police Report-Chief Stout gave report. Greenland Police Department helped assist West Fork Police Department with their shop with a cop. Greenland Police Department Shop with a cop will be held December 12 and 15th.

Code Enforcement Report-Larry Norman gave report.

Building Inspector Report- Troy Enochs gave report.

Planning Commission Report- Brenda Reynolds gave report.

Update on Wastewater System Rehabilitation Project–

Ordinance 374-NE/SE Annexations- Lisa Thornton motioned to place Ordinance 374 on the 3rd reading by title only, Diane Reed 2nd motion. Passed 6-0

Lisa Thornton motioned to approve the 3rd reading Ordinance 374, Diane Reed 2nd motion. Passed 6-0

Ordinance 375-NW/SW Annexations- Lisa Thornton motioned to place Ordinance 375 on the 3rd reading by title only, Diane Reed 2nd motion. Passed 6-0

Lisa Thornton motioned to approve the 3rd reading of Ordinance 375, Diane Reed 2nd motion. Passed 6-0

Ordinance 377- Amending Title 14-Lisa Thornton motioned to place Ordinance 377 by title only, Travis Whisenhunt 2nd motioned. Passed 6-0

Lisa Thornton motioned to suspend the rules and enact the emergency clause on Ordinance 377, Travis Whisenhunt 2nd motion.

Announcements– Park Discussion. Recorder Treasurer reminded the council to turn in their Statement of Financial Interest and other forms. Mayor Renfrow discussed the planning chair and secretary compensation.

 Citizen comments- Travis Whisenhunt mentioned being contacted by a citizen to place a free little library outside the Greenland Community center.

A Citizen from SW Campbell Road that is concerned about the annexation and what the City of Greenland can provide for the citizens being annexed.

Lisa Thornton made a motion to adjourn, Travis Whisenhunt 2nd motion. Passed 6-0
