January 8, 2024 Council Meeting Minutes
Meeting called to order at 6:00pm
Those in attendance Mayor Jim Renfrow, Misty McCard, Rebecca Lawson, Jermaine Petty, Lisa Thornton, Bill Yoes, Travis Whisenhunt, Chalon Ragsdale, Mark Herrmann.

Announcements- Chief Stout recognized Officer Mark Mathews for his 15 years of service to the City of Greenland Police Department.
Citizen Keith Lawson has a complaint of sewer issues backing up in his house and in his backyard. The City Engineer Carole Jones and the contractor is aware of the sewer issue happening at 662 W Landy. Citizen Keith Lawson wants to know a timeline of when this will be fixed. The council recommended an email to be sent to each member about the update on the sewer issue.
Lisa Thornton motioned to amend the agenda to add Ordinance 381, Bill Yoes 2nd motion. Passed 7-0
Lisa Thornton motioned to approve December 11, 2023 minutes, Travis Whisenhunt 2nd motion. Passed 6-1
Discussion on the budget and the overbudget items. Recorder Treasurer Misty McCard mentioned holding monthly budget meetings with department heads.
Lisa Thornton motioned to approve to allow the remaining balance to be paid to the Prowash Cleaning Solutions Company, Travis Whisenhunt 2nd motion. Passed 7-0
Rebecca Lawson motioned to approve December 2023 treasurer’s report, Lisa Thornton 2nd motion. Passed 7-0
Court & Police Report-Chief Stout gave report. The Greenland Police Department and the Greenland School District Police Department were able to help 40 kids during the Shop with a cop.
Code Enforcement Report- Report in packet.
Building Inspector Report- Troy Enochs gave report.
Planning Commission Report- Brenda Reynolds gave report.

Unfinished Business:
Update on Wastewater System Rehabilitation Project– The city is working with a Bond Attorney from Friday Firm to get the bond set up and bring to council.
Review of Resolution 11-27-23A- Property owner was present and stated she was working on cleaning up the property and getting it available to sell. Council suggested there be a hearing held on the February meeting to get updates on the progress on the property.
Ordinance 379- Camping Ordinance- Lisa Thornton motioned to place Ordinance 379 on the 2nd reading by title only, Travis Whisenhunt 2nd motion.
Lisa Thornton motioned to approve the 2nd reading of Ordinance 379, Bill Yoes 2nd motion. Passed 7-0
New Business:
Ordinance 380- Firearms Ordinance- Rebecca Lawson motioned to place Ordinance 380 on the 1st reading by title only, Mark Herrmann 2nd motion.
Lisa Thornton motioned to approve the 1st reading of Ordinance 380, Rebecca Lawson 2nd motion. Passed 7-0 Council mentioned that they would like to receive a copy of the previous firearms ordinance in the February packets.
Ordinance 381- Planning Chair and Planning Secretary compensation- Chal Ragsdale motioned to amend Ordinance 381 to reflect each planning member be paid $50 per planning meeting, the Planning Chair to be paid an additional $50 per council meetings as well as $250 per month and the Secretary of Planning to be paid $100 a month in addition to the $50 for each planning meeting. Lisa Thornton 2nd motion. Passed 7-0
Attorney David Hogue will amend this Ordinance for it to be addressed at the February council meeting. Council mentioned they would like to see a breakdown of the hours worked by the Planning chair and Secretary.
