February 20, 2024 Council Meeting Minutes

Meeting called to order at 6:00pm

Those in attendance Mayor Jim Renfrow, Misty McCard, Rebecca Lawson, Jermaine Petty, Lisa Thornton, Bill Yoes, Diane Reed, Travis Whisenhunt, Chalon Ragsdale, Mark Herrmann

Diane Reed motioned to amend the agenda to add Ordinance 348 to add to general comments, Travis Whisenhunt 2nd motion. Passed 5-0

Diane Reed and Lisa Thornton wanted to discuss the time clock being used. Mayor Renfrow mentioned he would look at the time clock that was previously purchased and report back to the council.

Personnel committee discussion.

Rebecca Lawson motioned to approve January 8, 2024, minutes, Lisa Thornton 2nd motion.  Passed 7-0

Rebecca Lawson motioned to approve January 8, 2024, treasurer’s report, Lisa Thornton 2nd motion. Passed 8-0

Court & Police Report-Chief Stout gave report.

Code Enforcement Report- Report in packet. The property on 88 Short Street was sold to a new property owner.

Building Inspector Report- Report in packet. Mayor Renfrow mentioned that he did bring on a part time inspector that is a master electrician to help when Troy Enochs is not available.

Discussion about adding Hog Valley addresses into GIS.

Planning Commission Report- Hunter Collins gave report.

Committee Report-Mayor Renfrow gave an update on the city park by the river and that Arkansas Game and Fish are starting on the road as of this week.

Unfinished Business:

Update on Wastewater System Rehabilitation Project– Mayor Renfrow gave update on the Sewer bond.

Review of Resolution 11-27-23A- 88 Short Street property sold to a new owner.

Ordinance 379- Camping Ordinance- Lisa Thornton motioned to place Ordinance 379 on the 3rd reading by title only, Travis Whisenhunt 2nd motion.

Lisa Thornton motioned to approve the 3rd reading of Ordinance 379, Jermaine Petty 2nd motion. Passed 8-0

Ordinance 380-Firearms Ordinance- Lisa Thornton motioned to place Ordinance 380 on the 2nd reading by title only, Travis Whisenhunt 2nd motion.

Lisa Thornton motioned to approve the 2nd reading of Ordinance 380, Travis Whisenhunt 2nd motion. Passed 8-0

Ordinance 381-Planning Compensation- Lisa Thornton motioned to place Ordinance 381 on the 2nd reading as amended by title only, Bill Yoes 2nd motion.

Lisa Thornton motioned to approve the 2nd reading of Ordinance 381 as amended, Rebecca 2nd motion. Passed 8-0

New Business:

Resolution 02-12-2024- Amending 2023 Budget- Lisa Thornton motioned to read Resolution 2-20-24 by title only, Jermaine Petty 2nd motion. Lisa Thornton motioned to approve Resolution 2-20-24 by title only, Jermaine Petty 2nd motion. Passed 8-0

Ordinance 382-Police & Fire Impact Fees- Rebecca Lawson motioned place on the 1st reading Ordinance 382 by title only, Lisa Thornton 2nd motion.

Lisa Thornton motioned to approve the 1st reading of Ordinance 382, Bill Yoes 2nd motion. Passed 8-0

Lisa Thornton motioned to suspend the rules and to place Ordinance 382 on the 2nd reading of by title only, Rebecca Lawson 2nd motioned.

Rebecca Lawson-yes, Jermaine Petty-yes, Lisa Thornton-yes, Bill Yoes-yes, Diane Reed-yes, Travis Whisenhunt-yes, Chalon Ragsdale-yes, Mark Herrmann-yes.

Lisa Thornton motioned to approve the 2nd reading of Ordinance 382 by title only, Rebecca Lawson 2nd motion.

Passed 8-0

Announcements- Hunter Collins with planning recommended council attend the Planning Commission meeting on March 4, 2024.

Spring Cleanup will be April 12-22nd.

Citizen comments- Citizen spoke regarding his concern about the annexation.

Detra Reed spoke regarding the food truck vendor permit that would allow her to move her truck from one location to another. Hunter Collins spoke regarding holding two permits to move her truck from one location to another.

Rebecca Lawson made a motion to adjourn, Travis Whisenhunt 2nd motion. Passed 8-0
