March 11, 2024, 2024 Council Meeting Minutes

 

Meeting called to order at 6:00pm

Those in attendance Mayor Jim Renfrow, Misty McCard, Rebecca Lawson, Jermaine Petty, Lisa Thornton, Bill Yoes, Diane Reed, Travis Whisenhunt, Chalon Ragsdale, Mark Herrmann- (remote on zoom-abstained)

Comments-N/A

Rebecca Lawson motioned to approve February 2024 minutes, Lisa Thornton 2nd motion. Passed 7-0

Lisa Thornton motioned to approve February 2024 treasurer’s report, Travis Whisenhunt 2nd motion. Passed 7-1

Court & Police Report-Chief Stout gave report. Chief Stout and Officer Phillips drove to Red River Dodge in Heber Springs to pick up the new 2024 Dodge Durango last week.

Code Enforcement Report- Larry Norman gave report. Larry Norman spoke to the council about how he is applying for the Fun Park Grant for the city park off Hwy 71. The 1st deadline is in May 2024. Larry Norman asked for the council to give suggestions on anything they would like to see at the park and submit it to city hall.

Building Inspector Report- Troy Enochs gave report.

Planning Commission Report- Brenda Reynolds gave report. The Planning Commission has approved Detra Reed’s Diner Event permit application and the council wanted the application fee waived.

Unfinished Business:

Update on Wastewater System Rehabilitation Project– Trent Williams gave update.

Ordinance 380-Firearms Ordinance– Lisa Thornton motioned to place Ordinance 380 on the 3rd reading by title only, Travis Whisenhunt 2nd motion. Lisa Thornton motioned to approve the 3rd reading or Ordinance 380, Travis Whisenhunt 2nd motion. Passed 7-0

Ordinance 381-Planning Compensation– Lisa Thornton motioned to place Ordinance 381 on the 3rd reading by title only, Diane Reed 2nd motion.Lisa Thornton motioned to approve the 3rd reading of Ordinance 381, Diane Reed 2nd motion. Passed 7-0

Ordinance 382-Police & Fire Impact Fees– Lisa Thornton motioned place on the 3rd reading Ordinance 382 by title only, Diane Reed 2nd motion.Lisa Thornton motioned to approve the 3rd reading of Ordinance 382, Diane 2nd motion. Passed 7-0

New Business:

Ordinance 383- Sewer Surcharge Rate– Lisa Thornton motioned to place Ordinance 383 on the 1st reading by title only, Chalon Ragsdale 2nd motion.Lisa Thornton motioned to approve Ordinance 383 on the 1st reading by title only, Chalon Ragsdale 2nd motion. 5-2

Official Naming of the City River Park– recommendations can be sent to Recorder Treasurer Misty McCard.

Announcements- Mayor Renfrow let the council know that the previous timeclock is outdated and will not download to our computers. The Connect team app is the new timeclock software that has been discussed on being used.

Citizen comments- Colby Johnson spoke regarding the issue with the concrete companies being out of compliance with the code.

Bill Yoes made a motion to adjourn, Lisa Thornton 2nd motion. Passed 7-0
