Minutes of the Greenland City Council February 12, 2018

Meeting called to order at 6pm. Those in attendance: Mayor Groom, Stephanie Sharp, Eric Bryant, Larry Forrester, Danny Dutton, Beckey Center, Lisa Thornton, Bill Yoes, Patricia Lindabury, Justin Reed, Chief Ricker, Danny Wright and various guests.

Motion by Dutton, 2nd by Forrester to approve the January’s council minutes. Motion passes 7-0- 1 with Thornton abstaining.

Motion by Thornton, 2nd by Reed to approve the January’s treasurer's report. Motion passes 8-0.

Brenda Reynolds presented the planning commission report.

Building Inspector Report: 2 final inspections done

Chief Ricker presented the court and police report.

Mayor announced that we have been approved for an overlay in 2019.

Culver Property Update: Mayor requested that council move ahead with the purchase of the Culver property. Motion by: Thornton, 2 nd by Reed to read resolution 02-12- 2017A by title only. Motion passes 8-0.

Mr. Wright read. Motion by Thornton , 2 nd by Reed to approve Resolution 02-12- 2018A. Motion passes 8-0.

Ordinance #327 Zone Use Chart: After agreeing to fill in the blanks for the effective date, Motion by Thornton, 2nd by Reed to place ordinance #327 on first reading by title only. Motion passes 8-0. Mr. Wright read it. Motion by Thornton, 2nd by Reed to approve the first reading of ordinance #327. Motion passes 8-0. Motion by Thornton, 2nd by Reed to suspend the rules and place ordinance #327 on second
reading by title only. ROLL CALL: DUTTON Y, REED Y, CENTER Y, LINDABURY Y, FORRESTER Y, YOES Y,THORNTON Y, BRYANT Y, Motion passes 8-0. Mr. Wright read it. Motion by Thornton, 2nd by Reed to approve the second reading of ordinance #327. Motion passes 8-0. Motion by Thornton, 2nd by Reed to
suspend the rules and place ordinance #327 on third and final reading by title only. ROLL CALL: DUTTON Y, REED Y, CENTER Y, LINDABURY Y, FORRESTER Y, YOES Y, THORNTON Y, BRYANT Y, Motion passes 8-0. Mr. Wright read it. Motion by Thornton, 2nd by Reed to approve the third reading of ordinance #327.
Motion passes 8-0.

Ordinance #328 Sewer Contract Amendment: Motion by Thornton, 2nd by Reed to place ordinance #328 on first reading by title only. Motion passes 8-0. Mr. Wright read it. Motion by Thornton, 2nd by Reed to approve the first reading of ordinance #328. Motion passes 8-0. Motion by Thornton, 2nd by Reed to suspend the rules and place ordinance #328 on second reading by title only. ROLL CALL:
DUTTON Y, REED Y, CENTER Y, LINDABURY Y, FORRESTER Y, YOES Y, THORNTON Y, BRYANT Y, Motion passes 8-0. Mr. Wright read it. Motion by Thornton, 2nd by Reed to approve the second reading of
ordinance #328. Motion passes 8-0.

Citizens comments: Question by Mrs. Reynolds on the TNT property and inoperative vehicles. Mr. Reed also had a question on some possible abandoned property on Lily Lane. The mayor will look into these situations. Mrs. Guthrie asked if about the possibility of having a beautification contest for the city.

Motion to adjourn at 7:16 by Thornton, 2 nd by Bryant. Motion passes 8-0.

Fmr Mayor Bill Groom

Our former Mayor, Bill Groom passed away unexpectedly just a few weeks after leaving office. Bill had his heart set on spending more time with his wife and family members after twelve years as our Mayor, and two years spent on the city council.
