February 10, 2020 Greenland City Council Minutes

Meeting called to order at 6pm.

Those in attendance Mayor Groom, Misty McCard, Larry Forrester, Lee Guthrie, Beckey Center, Rebecca Lawson, Bill Yoes, Diane Reed, Lisa Thornton, Justin Reed, attorney Josh Bailey and various guests.

Pledge of Allegiance

Comments: None

Justin made a motion to amend the agenda to add Lot Split discussion and Building Inspector. 2 nd by Thornton. Passes 8-0
Justin also wanted to amend the January minutes to show that he voted against rescinding Ordinance 341.
Justin made a motion to approve the amended January minutes, 2 nd by Thornton. Passes 8-0

Treasurer Report: Discussion on a few questions asked about the financial statement regarding IT Expense and the credit card statements.
Thornton made a motion to approve the Treasurer’s report, 2 nd by
Passes 8-0

Court and Police Report: Chief gave the report. Chief notified the council of the resignation of Officer Hunter Carnahan and hiring of our new Officer Tyler Underwood. Officer Tyler Underwood’s official date
of hire is February 10, 2020. Chief also notified the council that Officer Ken Ingalls will be retiring June 2020.

Building Inspector Report: Mayor notified the council that the new Building Inspector is Daran Johnson.
We have no reports currently.

Planning Commission Report: Brenda gave the report.
Discussion on Lot Split: Attorney Josh Bailey spoke and mentioned that Carole Jones and him are working on the Lot split to get it finished.

Lee makes a motion to allow existing residential uses in C zones to use their properties with the same uses and rights as residents in R zones. This is a motion for existing residential structures in C zones.
Lee motioned to table Commercial zones Ordinance 341 and put on the March meeting agenda, 2 nd by Diane Reed. Passes 8-0

Committee Reports: Discussion on time clock. (At the March meeting Guthrie voted to amend these minutes.) Time clock has been purchased per the Council’s request but the Mayor refuses to use the time clock for three employees.

Update on Sewer Improvements Phase 2: Carole Jones gave the update on Phase 2 of the Sewer Improvements.

Debris Program: Mayor discussed that the City plans to pick up roadside debris for residents that call into the City Hall. The residents will be allowed 2 a year.
2019 Budget Amendment Resolution: Thornton makes a motion to pass the 2019 Amended Budget, 2 nd by Rebecca Lawson. Passes 8-0

Info on Part-time position (Office): Mayor discuss the part- time position.

Our former Mayor, Bill Groom passed away unexpectedly just a few weeks after leaving office. Bill had his heart set on spending more time with his wife and family members after twelve years as our Mayor, and two years spent on the city council.
