February 13, 2023 Council Meeting Minutes

Meeting called to order at 6:00pm
Those in attendance Mayor Jim Renfrow, Misty McCard, Rebecca Lawson, Jermaine Petty, Bill Yoes, Diane Reed, Travis Whisenhunt, Chalon Ragsdale, and Mark Herrmann. Lisa Thornton-absent

Comments- none
Rebecca Lawson motioned to approve January 2023 minutes, Jermaine Petty 2nd
motion. Passed 7-0

Diane Reed motioned to approve January 2023 treasurer report, Rebecca Lawson 2nd motion. Passed 7-0

Court & Police Report-Chief Stout gave report.

Building Inspector Report- Troy Enochs gave report.

Planning Commission Report- Brenda Reynolds gave report. Carole Jones will be creating a Planning workshop agenda for February 23, 2023 at 6pm.

Committee Report- Diane Reed mentioned a Frog pong fall festival discussion and creating a festival committee.

Unfinished Business:
Update on Wastewater System Rehabilitation Project- Trent Williams gave update on sewer project.

New Business:
Fire Donation-table it Compliance Officer- Mayor Renfrow mentioned the need of a compliance officer and discussed the different job duties such as helping do maintenance facilities, and community service along with city compliance responsibilities. Mayor will present a Compliance Officer Job description to
council for the next council meeting.

Webpage updates-Mayor Renfrow mentioned he is looking into different website services with easy accessibility. Wifi and cameras are in the works to purchase and install.

New Business
Resolution 02-13-23A to amend 2022 Budget- Rebecca Lawson made a motion to read Resolution 02-13-23 by title only as amended, Jermaine Petty 2nd motion. Passed 8-0

Rebecca Lawson made a motion to approve Resolution 02-13-23A, Travis Whisenhunt 2nd motion. Passed 7-0

Resolution 02-13-23B Arvest Bank- Rebecca Lawson made a motion to read Resolution 02-13-23B by title only, Jermaine Petty 2nd motion. Passed 8-0

Rebecca Lawson made a motion to approve Resolution 02-13-23B, Mark Herrmann 2nd motion. Passed 7-0

Central EMS MOU-ARPA Funding Request-table it for more discussion
Hotel/Motel/Restaurant (HMR) Tax-Discussion on adding taxes on Hotels, Motels, Restaurants. Announcements-none
Citizen comments-Parking and blocking streets discussion.
Rebecca Lawson made a motion to adjourn, Jermaine Petty 2nd motion. Passed 7-0

Our former Mayor, Bill Groom passed away unexpectedly just a few weeks after leaving office. Bill had his heart set on spending more time with his wife and family members after twelve years as our Mayor, and two years spent on the city council.
