January 11, 2021 Greenland City Council Minutes

Meeting called to order at 6:00pm.

Those in attendance Mayor Groom, Misty McCard, Larry Forrester, Lisa Thornton, Jim Renfrow, Chalon Ragdale, Bill Yoes, Justin Reed, Rebecca Lawson, Diane Reed, Attorney David Hogue and various guests.

Mayor Groom swore in all council members.

Lisa Thornton motioned to amend the agenda to put discussion about the list for Mayor Groom to be moved to unfinished Business, Bill Yoes 2nd motion. Passes 7-0

Diane Reed amend last month’s meeting minutes to say just Scott not Napier and add the Executive session list to the minutes list was given to the Mayor in December and to be finished in 30 days. Rebecca Thornton motioned to amend the minutes, Lisa Thornton 2nd motion. Passes 7-0 Justin Reed was not present for Executive session.

Recorder/Treasurer Misty McCard discussed that the bank recommended the city to n

Lisa Thornton motioned approve December treasurer’s report, Rebecca Lawson 2nd motion. Passes 8-0

Court & Police Report- Chief gave report.

Mayor Groom welcomed Jim Renfrow and Chalon Ragsdale as the City of Greenland’s two new council members.

Mayor Groom discussed the Directive from AHD and that we will submit a plan.

Building Inspector Report- Troy Enochs gave report.

Planning Commission Report- Brenda Reynolds gave report.

Discussion regarding Planning Commission vacancy. Justin Reed discussed the city code issues and plans to discuss in more detail at February’s meeting.

Update on Sewer project- Carole Jones gave update on the Sewer project. Carole Jones went over the rate table for the sewer.

Rebecca Lawson motioned to move Ordinance 350-Sewer Surcharge up on the agenda, Lisa Thornton 2nd motion. Passes 8-0

Rebecca Lawson motioned to read Ordinance 350 by title only and enact the emergency clause, Justin Reed 2nd motion. Passes 8-0

Rebecca Lawson motioned to approve 1st reading of Ordinance 350, Lisa Thornton 2nd motion. Passes 8-0

Rebecca Lawson motioned to suspend the rules on the 2nd & 3rd reading of Ordinance 350, Lisa Thornton 2nd motion. Passes 8-0

Rebecca Lawson-yes, Justin Reed-yes, Bill Yoes-yes, Lisa Thornton-yes, Diane Reed-yes, Jim Renfrow-yes, Chalon Ragsdale-yes, Larry Forrester-yes.

Lisa Thornton motioned to approve the 2nd and 3rd reading of Ordinance 350 as amended with $10 sewer surcharge, Rebecca Lawson 2nd motion. Passes 8-0

Committee Reports-none

Justin Reed motioned to take $14,000 salary out of the 2021 Budget that was allocated for a part time front office employee, Rebecca Lawson 2nd motion. Passes 8-0

Lisa Thornton motioned to read Resolution 1-11-2021A-2021 Budget by title only as amended, Rebecca Lawson 2nd motion.  

Lisa Thornton motioned to approve Resolution 1-11-2021-2021A Budget by title only as amended, Rebecca Lawson 2nd motion as amended. Passes 8-0

Discussion on Mayor’s list- Mayor is to meet with building inspector to discuss job description and rate of pay/code enforcement, Ordinance 348-time clock, making sure City Hall is open. Mayor Groom plans to have answers to this list by February’s council meeting.

Announcements-Recorder/Treasurer plans to purchase a conference microphone for our City Council meetings so that they can be heard better through Zoom.

Citizen’s comments- none

Rebecca Lawson motioned to adjourn meeting, Justin Reed 2nd motion. Passes 8-0

Fmr Mayor Bill Groom

Our former Mayor, Bill Groom passed away unexpectedly just a few weeks after leaving office. Bill had his heart set on spending more time with his wife and family members after twelve years as our Mayor, and two years spent on the city council.
