Minutes of the Greenland City Council July 08, 2019

Meeting called to order at 6pm. Those in attendance: Mayor Groom, Stephanie Sharp, Diane Reed, Larry Forrester, Lee Guthrie, Beckey Center, Rebecca Lawson, Bill Yoes, Justin Reed, attorney Josh Bailey and various guests.

Motion by Lawson, 2nd by Reed to approve the June’s council minutes. Motion passes 7-0.

Motion by Lawson, 2nd by Forrester to approve the June’s treasurer's report. Motion passes 7-0.

Brenda Reynolds presented the planning commission report.

Building Inspector Report: Mayor presented: 4 inspections done.

Mayor presented the court and police report.

Elect member of hearing board: Motion by Guthrie ,2 nd by Yoes to appoint Justin Reed to the hearing board. Motion passes 6-0 with J Reed abstaining.
Lisa Thornton came in.

Resolution 07-08-2019A MOU for SRO officer: Motion by Lawson 2nd by Reed to read resolution 07-08-2019A by title only. Motion passes 8-0. Mr. Bailey read. Motion by Thornton 2nd by Forrester to approve 07-08-2019A. Motion passes 8-0.

Resolution 07-08-2019B Change Order: Carole Jones reviewed the information in the packet as to the need for the change order. Motion by Lawson 2nd by Thornton to read resolution 07-08-2019B by title only. Motion passes 8-0. Mr. Bailey read.

Motion by Lawson 2nd by Thornton to approve 07-08-2019B.

Motion passes 8-0.

Resolution 07-08-2019C Design & Bidding Services: Carole Jones reviewed the information in the packet. Motion by Lawson 2nd by Thornton to read resolution 07-08-2019C by title only. Motion passes 8-0. Mr. Bailey read. Motion by Lawson 2nd by Thornton to approve 07-08-2019C. Motion passes 8-0.

Debris Removal: Ms. Guthrie would like to see some type of service provided to help the citizens get rid of tree limbs etc… Mayor said we do not have personnel to have a weekly service like that. Council decided to put it on August agenda to discuss further after they have had a chance to think about it.

Announcements: Health insurance premiums for the city increased nearly $400 per month for the city starting June 1. The Friends of the Greenland Library will be holding a Summer Bash at the park Aug 2 nd at 6 pm.

Citizens comments: Mrs. Thornton had a question about what the mayor found out about Short St. He said we cannot do anything because that part of Short st is not a city street.

Motion by Lawson, 2nd by Forrester to adjourn at 7:23. Motion passes 8-0.

Our former Mayor, Bill Groom passed away unexpectedly just a few weeks after leaving office. Bill had his heart set on spending more time with his wife and family members after twelve years as our Mayor, and two years spent on the city council.
