July 13, 2020 Greenland City Council Minutes
Meeting called to order at 6:00pm.

Pledge of Allegiance
Comments- Hunter Collins had comment regarding citizen’s being concerned about cars being parked too closer together and in the way on Lee Valley subdivision. Mayor Groom mentioned that after the Planning Commission meeting the city sent a fire truck to Lee Valley and they didn’t have an issue getting through Lee Valley subdivision.
Hunter Collins mentioned issues with runoff running and building up in the road from the construction on Partridge and Foothills, the Mayor Groom said he would check on this issue.
Hunter Collins also mentioned a curb out at a fire lane across from Hunter’s house and would like to have it fixed, the Mayor Groom plans to get the curb fixed.
Rebecca Lawson mentioned a citizen had contacted her regarding a chicken ordinance- discussion and Josh Bailey said we could look into the city code regarding the issues with the chickens being a noise problem if we need to fix it. Hunter Collins said he would speak to the owner of the chickens.
Lisa made a motion to move the Resolution to approve a contract between City and Boyles Construction along with the Resolution to approve the contract between the City and Cantique LLC up to be the next item on the agenda, Justin Reed 2nd the motion, passes 8-0.

Lee Guthrie had a question regarding the deducted alternates and Carole Jones explained this.

Rebecca Lawson made a motion to approve June’s minutes, Lisa 2nd motion. Passes 8-0
Lee Guthrie asked the Mayor Groom if he had put out the mosquito pellets as stated in the previous minutes and he stated that he did.
Treasurer’s report- Lisa made a motion to approve June’s treasurer’s report, Lee 2nd motion. Passes 8-0
Court and Police Report- reports in the packet, Gary stated if anyone had any questions they could email or call him. Officer Josh Rhodes was introduced to the council.
Building Inspector Report- reports in the packet, Mayor Groom discussed the reports.
Planning Commission Report- Brenda Reynolds gave the report regarding the Accessory Structure code and Driveway code.
Discussion regarding gravel in roads and driveways.

Ordinance 346 Authorize Electronic Funds Transfers- Lisa made a motion to suspend rules and place on 2nd and 3rd reading, Beckey Center 2nd motion. Passes 8-0

City tree/brush/limb curbside pickup plan discussion- discussed mulching brush and use for citizens or park use. Lee Guthrie would like to have a route for quarterly pick up for brush. Lisa Thornton and Beckey Center mentioned a Spring and Fall brush pickup. Mayor Groom mentioned having a trial brush pick up and that he will get with the city street department and discuss it. Lee Guthrie said she would send Mayor Groom verbiage for posting brush pickup announcement on the website.
Cleanout of ditches on City street easements discussion- Cyclone cleaned out ditches and cut down underbrush on Wilson Street and Napier. Discussion on the property owners cleaning out their ditches-Code 9.04.01 Streets and Alleys. Lee Guthrie wants to get a flyer out to our citizens to let them know about keeping their ditches cleaned out.
Update and discussion on mosquito abatement project in drainage ways-Lee Guthrie mentioned still having issues with the mosquitoes coming from the drainage ditch. Lee Guthrie wanted to budget money for a mosquito abatement program for the easements. Bill Yoes said that the easements comes off the property and the City doesn’t pay for that but if it is a utility easement then the City as jurisdiction over that easement. Attorney Josh Bailey stated that he would need to see a plat map so he can see what can and can’t be done in the ditches. Bill Yoes stated that Bob Lee subdivision plat map would be at City Hall. Mayor Groom said he would look for the plat map. Lisa Thornton said in the City code in chapter 5 mentions drainage ditches being the property owners if it is on their property line.
Time clock and procedures- Lisa Thornton drew up a draft for time clock and sent it to Attorney Bailey to finish up and send out to the council to review.
State of Emergency update discussion- Lisa wanted to get an update on the Emergency Proclamation and Mayor plans to follow with what Governor Asa Hutchinson recommends. Council had a discussion on having Council meetings continue zoom or at the Community Center. Attorney Josh Bailey stated if the City is requiring attendance at a Community Center only and no zoom option then that could cause potential issues. Attorney Josh Bailey stated that the Council would be able to determine the place to have the meetings.
Community Center deposit discussion- Auditor recommended that the City stop taking a deposit for the Community Center since it is not possible to make the deposit and turn around and issue a check by when the key is turned in.
Misty McCard spoke with Attorney Josh Bailey about drawing up a hold harmless letter to have renter’s sign when paying to rent the Community Center.
