June 12, 2023 Council Meeting Minutes 

Meeting called to order by Mayor Renfrow at 6:00 PM

Those in attendance: Mayor Jim Renfrow, Misty McCard, Lisa Thornton, Rebecca Lawson, Jermaine Petty, Bill Yoes, Diane Reed, Travis Whisenhunt, Chalon Ragsdale, Mark Herrmann.

Comments-

Travis Whisenhunt motioned to approve May 2023 minutes, Mark Herrmann 2nd motion. Passed 7-0

Rebecca Lawson motioned to approve May 2023 treasurer report, Lisa Thornton 2nd motion. Passed 8-0

Rebecca Lawson motioned to send a letter to Department of Finance and Administration, City of Fayetteville, Municipal League, and State Representative regarding the City of Greenland’s Sales tax, Lisa Thornton 2nd motion. Passed 8-0

Court & Police Report-Chief Stout gave report.

Code Enforcement Report- Larry Norman gave report. Building Inspector Report – Troy Enochs gave report. Planning Commission Report – Brenda Reynolds gave report. Committee Report –

Unfinished Business:

  • Update on Wastewater System Rehabilitation Project – Update on project given by Trent
  • Hotel/Motel/Restaurant (HMR) Tax – Mayor Renfrow discussed that this tax will have to be voted on by the public during the next election. The city’s goal is to have everything submitted by October.
  • Ordinance 366-Greenland Planning Area-
  • Lisa Thornton motioned to place Ordinance 366 on the 1st reading by title only, Bill Yoes 2nd
  • Lisa Thornton motioned to accept the 1st reading of Ordinance 366, Rebecca Lawson 2nd Passed 8-0.
  • Lisa Thornton motioned to suspend the rules and place Ordinance 366 on the 2nd reading by title only, Rebecca Lawson 2nd
  • Lawson-yes, Petty-yes, Thornton-yes, Yoes-yes, Reed-yes, Whisenhunt-yes, Ragsdale-yes, Herrmann-yes.
  • Lisa Thornton motioned to accept the 2nd reading of Ordinance 366, Rebecca Lawson 2nd Passed 8-0
  • Rebecca Lawson motioned to suspend the rules and place Ordinance 366 on the 3rd reading and final reading by title only, Lisa Thornton 2nd
  • Lawson-yes, Petty-yes, Thornton-yes, Yoes-yes, Reed-yes, Whisenhunt-yes, Ragsdale-yes, Herrmann-yes.
  • Lisa Thornton motioned to accept the 3rd reading of Ordinance 366, Rebecca Lawson 2nd Passed 8-0
  • Resolution 06-12-2023A- Amend 2023 Budget- Resolution 06-12-2023B-Permit fees increase-tabled.

 

New Business:

  • Resolution 06-12-2023C-Authorizing Mayor to Execute ANRC Documents- Rebecca Lawson motioned to read Resolution 06-12-2023C, Lisa Thornton 2nd Passed 8-0
  • 2021 Arkansas Fire Code-tabled
  • Ordinance 367-Noise Ordinance-Lisa Thornton motioned to place Ordinance 367 on the 1st reading by title only, Chalon Ragsdale 2nd Passed 7-1. Lisa Thornton motioned to accept the 1st reading of Ordinance 367 by title only. Chalon Ragsdale 2nd motion. Passed 7-1.
  • Announcements -Steven Fanning with Fanning’s Feed and Farm Supply spoke to council about purchasing the city property to put his feed store on the property.
  • Steven Fanning plans to get utilities and do the dirt work which will help the city in the future. Steven Fanning offered $30,000 for 3 acres. Attorney Hogue has been requested to bring a Resolution for approval on this purchase.
  • Citizen comments –Mrs. Johnson mentioned to follow up on the complaints regarding the complaints on Campbell Road.
  • Discussion regarding the potholes on Campbell

 

Rebecca Lawson made a motion to adjourn, Jermaine Petty 2nd motion. Passed 8-0 Meeting adjourned at 8:38pm
