November 12, 2019 City Council Minutes

Meeting called to order at 6:00pm.

Those in attendance: Mayor Groom, Misty McCard, Larry Forrester, Lee Guthrie, Beckey Center, Rebecca Lawson, Bill Yoes, Diane Reed, Lisa Thornton, Justin Reed, attorney Josh Bailey and various guests. 

Pledge of Allegiance

Comments: none

Motion by Thornton to approve the October’s council minutes with modification on page 2 (correct typo suspend the rules not suspend the reading), 2nd by Forrester. Motion passes 7-1 abstained D. Reed

Treasurer Report: J. Reed asked questions about an item on the street expenses.. Lawson motion to approve Treasurer Report, Center 2nd the motion. Motion passes 8-0

Chief presented the court and police report. 

Building Inspector Report: Presented by Mayor Groom: Mayor told everyone that Jeff Hutchinson will be resigning on December 13th, 2019 as Building inspector. 

Brenda Reynolds presented the planning commission report. Planning minutes attached. Tobos sign permit approved. By Laws revision. Talked about accessory building code.

Lawyer advised there was no action needed on Planning’s By Law change. 

Long discussion between planning, council, and mayor concerning Planning and City’s Staff’s division of responsibilities. 

Committee Reports: Thornton as personal committee advised she is trying to set up an employee evaluation meeting for Thursday, November 21, 2019 at 6:00pm.

Unfinished Business: Debri Removal- discussion no action taken at this time. 

Ordinance 341 Changing provisions of commercial zone- Motion by Thornton, 2nd by Yoes, to rescind the approval to modify the code with respect to non-conforming uses. Motion passes 7-1 with J Reed opposing.  

Tiny Homes: Discussion, no action. Guthrie proposed about setting up a public meeting in February of 2020 to discuss Tiny Homes and other City development to get the public’s input. 

New Business: One time pay raise- motion by Lawson to approve $300 full time, and $150 for part time, 2nd by Forrester. Motion passed 8-0.

Audit 2019- Audit report was presented to the city council each council member received a copy. Question about unauthorized withdrawal on Audit. (Fraud check- no loss)
