Planning Commission Meeting
Monday August 7, 2017 • 6:00 PM at City Hall

The Commission reserves the right to reprioritize its consideration of the items on the agenda.

Commissioners present: Brenda Reynolds, Bill Yoes, Charlotte Carnes, Lee Guthrie, Paula Schoonover. Called meeting to order at 6:00 p.m.

Motion made to amend the agenda to put the LKQ item as #1. Motion made by: Commissioner Guthrie, 2 nd by Commissioner Carnes; passed 5-0.

Motion made to amend the agenda to make housekeeping item as #2 on the agenda. Motion made by Commissioner Carnes, Commissioner Yoes 2 nd , passed 5-0.

1. LKQ—informational presentation regarding property adjacent to their business;
possible request for conditional use for expansion
Mabry owns property and is going to raze the house and not rebuild. LKQ is looking
at acquiring property and use for their business. Commission discussion ensued
about the area behind Dollar General, Cast Stone, and AutoHaus re: changing R3 to
C-1. (See attached map with area to change outlined.)
Motion to revise northern quadrant of R3 south of LKQ and behind Dollar General,
AutoHaus, and NW Cast Stone property to C-1, keep southern quadrant of R3 the
same. Commissioner Yoes made motion, Commissioner Carnes 2 nd , passed 5-0.

2. Housekeeping:
Sign code revisions presented to Council: no further information received at this
time. Need status since we can’t do the application form for signs until this code is
approved.
Plat review is coming down to final drafts. Once we give final approval then
Engineer will get with attorney to finalize the wording. The large scale development
needs to be put on front burner for approval.
Agenda process—leave as is until the processes are put into place with the
engineering department.

3. Alcohol Code Review
Rough draft of discussions during planning commission meetings. Need initial input
and changes needed to be made given by Planning Commission. Chair to make changes as recommended, and given to Council for August Council meeting. Then
attorney can do the ordnance.

4. Application Forms
Discussed changes. Chair to make changes and submit to engineer.

5. Noise Code
Discussed changes. Draft submitted for council consideration. (See attached draft.)
Motion to submit noise control to Council by Commissioner Carnes, seconded by
Commissioner Schoonover. Passed 5-0. Motion made to read the minutes by Commissioner Carnes, Commissioner Yoes second. Passed
5-0.

Motion to adjourn by Commissioner Schoonover, second Commissioner Carnes, passed 5-0.

Adjourned 7:50 p.m.

Our former Mayor, Bill Groom passed away unexpectedly just a few weeks after leaving office. Bill had his heart set on spending more time with his wife and family members after twelve years as our Mayor, and two years spent on the city council.
