Meeting called to order 6:00 P.M.

Members Present: Michele Cate, Bill Yoes, Ben Maddox, Brenda Reynolds, Charlotte Carnes, and Hunter Collins

1. Schuber Mitchel Concept Plan – Kit Eaker to present from OWN Engineering. 212 proposed lots on 61.50 acres for single family residential are under review. There will be a variance request on the project from the 80’ minimum lot width to a 65’ lot width, and thus part of the reason for the preliminary  discussion. After inquiry, and due to topography/layout and the project’s cost  analysis, the PC is tenable to the reduced width, noting that there will be restrictions on the house size for those lots. OWN engineers were directed to  proceed with the City Engineer on the necessary subdivision submittals once  the lift station/force main updates have been completed. An HOA is being proposed with the development. A portion of the ponds in the concept are  being used as retention ponds for recreation as well as drainage. Accessory  structures are allowed in the development as long they meet city code  standards. PC recommends parking on the street to be directed to one side.  Improvements to SE Campbell Road on the side of the development will be  required by the developer. The developer is willing to perform a cost share on  the other side of the road with the City.

2. Status Review
Section 14 (Zoning) and 15 (Subdivision Regulations) of the code is being requested to be presented to the council for approval. Mr. Norman, the Code Enforcer, has notes for the code book that the Mayor and he need to present to the City Attorney. Grass height ordinance needs to be addressed by the Council and enforced. The verbiage “any property over 1 acre does not need to be mowed” has allowed portions of the city to fall into disarray.

3. Public Comments
Rick Hawes is requesting the commission to discuss the ability to use drainage ditches along a private street running to multiple larger lots and a common area. The PC is amenable to the particular situation in regard to the topography and the benefit cost analysis.

Yoes motioned to adjourn. Carnes second. Meeting adjourned at 7:45 P.M.
