Planning Commission Minutes
Monday, October 3, 2022 6:00 PM
Greenland Community Center
170 North Letitia

Meeting called to order at 6:00 PM

Members Present: Brenda Reynolds, Charlotte Carnes, Bill Yoes, Ben Maddox and Hunter Collins

1. Public Comment
 -Sam Salmonsen – Request to rezone land west of the Sonic from C-3 to light industrial. Applications similar in the past have been denied; applicant also had been advised by Chair of the City’s industrial zoning and the area being referred to had already been considered when determining industrial zoning . The applicant was recommended to attend the city council meeting next Monday.

2. King Electric- business license:
 -No public comment. No PC discussion. Applicant began their building project last year and is now ready to open.
 -Carnes motioned to approve. Maddox second. 4-0. Approved.

3. Shephard Construction
 -965 W Napier. Tony Shepherd. Requesting business license for a retail space, contractor office, and a concrete plant. A company in the past was recommended for denial for a business license. That business was approved at council. There have been issues since the start of that business. Concrete batch mixing does not meet the intent of the light industrial use in that zoning area. The applicant was recommended to go to the council meeting to have the City Council rule on this application.
 -Maddox motion to recommend denial. Carnes second. 4-0 deny. Applicant was recommended to go to the council meeting for decision on license.

4. Pretty Paws Dog Grooming – Business Application
 -375 North Lane – Bill Aughenbaugh to present. The applicant advised that the intent is to renovate the building for dog grooming, daycare, and possible training facility. Activity will be indoors, except to let dogs exercise and play, and there will be a fence for outside dog runs. PC advised of the landscape code, fencing requirements and auxiliary building code requirements. Anticipating approximately 15 dogs a day will be groomed at the location, boarding will fluctuate but will not be more than 10 dogs at a time due to the size of the building. The dogs will only be outside during operating hours.
 -Carnes motion to approve. Maddox second. 4-0 Approve.

Carnes Motion to adjourn. Maddox Second. Meeting adjourned at 6:42 PM.

Our former Mayor, Bill Groom passed away unexpectedly just a few weeks after leaving office. Bill had his heart set on spending more time with his wife and family members after twelve years as our Mayor, and two years spent on the city council.
